Investment options:

Malta's Permanent Residence Program requires applicants to meet 3 mandatory investment conditions:

  • a contribution to the National Development and Social Fund
  • a charitable contribution to a non-governmental organization
  • purchase or rental of real estate property

Rental of real estate for €50,000/year and more

Government contribution: One-time non-refundable payment to the Government of Malta. Standard tier €28,000 for the property purchase route, €58,000 for the qualifying rental route. Paid in two parts: €10,000 with the application, balance on approval.

Property purchase route: Minimum €350,000 in central and northern Malta, or €300,000 in South Malta or Gozo. Property must be held for at least 5 years post-approval. Buyers cover standard Maltese property acquisition costs separately, including notarial fees, registry fees, and applicable stamp duty.

Property rental route: Minimum annual rent €12,000 in central and northern Malta, €10,000 in South Malta or Gozo. Lease must be maintained for at least 5 years and registered with the Housing Authority. Renters cannot also use the property purchase route within the same application.

Registered NGO donation: €2,000 donation to a Maltese registered philanthropic, cultural, sporting, scientific, animal welfare, or artistic organization. The receiving NGO must be on the official register maintained by the Commissioner for Voluntary Organisations. Paid before residence card issuance.

Administrative fee: €40,000 per application paid to Residency Malta Agency. €10,000 due with the initial submission as a non-refundable deposit, €30,000 due on in-principle approval. Covers application processing, document review, and approval issuance for the principal applicant.

Due diligence fees: €5,000 for the principal applicant. Reduced fees for the spouse, adult children, and dependent parents or grandparents (typically €1,000 to €5,000 per additional dependent based on age and family role). Fees are non-refundable regardless of application outcome.

The Malta Permanent Residence Programme (MPRP) launched in March 2021 under Subsidiary Legislation 217.26, replacing the earlier Malta Residence and Visa Programme. It is administered by the Residency Malta Agency, the dedicated government authority overseeing residency-by-investment applications. MPRP is structured as a one-time application with no minimum physical-presence requirement once approved, and the residence card is renewable indefinitely subject to compliance with property and contribution conditions. The program has been positioned by Maltese authorities as the surviving investor pathway since the April 2025 abolishment of the citizenship-by-investment route under ECJ Case C-181/23.

Approved applicants receive a Maltese residence card valid for 5 years, renewable. The card grants Schengen visa-free travel across the 27-member Schengen Area for stays up to 90 days in any 180-day period. Malta does not impose a minimum-stay requirement under MPRP, which makes it well-suited for internationally mobile families. The investment structure combines a government contribution, a property requirement (purchase or qualifying long-term rental), and a registered NGO donation. Family inclusion is broad: spouse, dependent children, dependent parents, and dependent grandparents on either side of the family may be included in a single application with additional dependent fees.
